Issuer Identification Number Extended (IINE)

Issuer Identification Number Extended exists for exactly one reason: the classic 6-digit IIN/BIN prefix embedded in the PAN (5A) itself is running out of room for how many issuers and products the industry now needs to distinguish, and some newer schemes - Kernel 8 among them - needed a longer identifier than 6 digits could express. 9F0C carries that extended identifier as its own variable-length field, related to both the raw PAN (5A) and the classic 6-digit prefix (42, referenced alongside it), rather than requiring every system downstream to somehow re-derive a longer identifier by parsing more digits out of the PAN itself. A terminal or host built only against the older 6-digit assumption simply won't look at 9F0C at all, which isn't a bug in the ordinary sense but does mean it can't distinguish issuers or products that only the extended identifier actually separates - a gap that surfaces as issuer/product misclassification in reporting or routing, not as a hard transaction failure.
