Lower Consecutive Offline LimitLower Consecutive Offline Limit is the card's own first line of defence in the same offline-frequency check the Application Transaction Counter and Last Online ATC Register (9F36, 9F13, both covered earlier) make possible: a threshold, in number of consecutive offline transactions, below which the card is comfortable continuing to approve offline without further scrutiny. It's the gentler of two related thresholds - its sibling, the Upper Consecutive Offline Limit (9F23), is the harder ceiling that actually forces the terminal online - and the two together let an issuer implement a graduated response rather than a single all-or-nothing cutoff: perhaps additional risk checks or a lower approval amount between the lower and upper limits, and a mandatory online request only once the upper limit is actually breached. Because both limits are card-side personalization data, a card behaving more conservatively than a terminal expects, going online more often than seems necessary, is a statement about how the issuer configured this specific card's risk tolerance, not a terminal misconfiguration.
