It's related to Application Reference Currency (9F3B, the card's own list of currencies its account could reasonably be converted to) and Transaction Reference Currency Code (9F3C, which names what currency 9F3A is actually expressed in) - together the three let a terminal compare an amount that's genuinely in one currency against a risk threshold that's genuinely in another, without silently assuming the two happen to match. A terminal deployed in a market where the local currency and the terminal's configured reference currency actually are the same will simply never populate this field, which is normal, not a defect - it only becomes relevant the moment a cross-border or multi-currency deployment needs to compare apples to apples.
