With 9F62, 9F63, and 9F64 together, track 1's discretionary data can be fully decomposed into its CVC3 and ATC components, mirroring exactly what 9F65 and 9F67 do for track 2 - the two tracks use structurally identical masking mechanisms, just addressed to different tags. A host that correctly parses track 2's dynamic data via 9F65/9F67 but mishandles track 1's equivalent via 9F62 has implemented half of a symmetric mechanism correctly and the other half incorrectly, which is worth checking explicitly rather than assuming success on one track implies success on the other.
